Regarding export and other formalities required?

I want to start building an export business, primarily plant/clothing/food to the gulf and africa. would appreciate inputs in terms
1) Getting a licence
2) Formalities with other paperwork and government regulations.
3) how much bribe is typically asked for this or does it depend on the place i'm getting my work done from.
Any other information that you might feel is relevant to this venture.
