What should we do to address 'rural under-development/poverty? Do we need 'state oriented policies' or 'market oriented policies?' By state oriented policies, I mean the Govt playing a leading role in directing the course of activities such as price determination of local produces eg maize, resource distribution, etc whereas by market oriented polices, it is implyed that the private sector (businessmen and interest groups driven by demand and availability of services) determine the course of activities.
Given this situation, what can we do in Zambia to find a viable solution to rural under-development and/or poverty?
