Occupational Health, Safety and Environmental Management in the Tourism Industry

I would like to get more information regarding Tourism Legislation - especially in South Africa, but would welcome other countries' information. (What are other countries applying and what is working for them?)
Questions I have:

"Who will be held liable when a person gets injured whilst participating in an adventure activity?"

"Can one get insurance for facilitators - for their protection should anything happen to a tourist under their supervision?"

"Is there information available on creating a safer tourist environment for international as well as local tourists in SA?"
"Is there some or other safety action plan or security plan available in order to ensure safety at resorts and other similar venues?"
