Business in Dar Esalaam

Hello every one out there

I have a couple of my friends, who are fed up living in the west, they want get small loan and move to Africa specially to Dar Esalaam and start small business in order to survive. Now can any one give them some tips please? what kind of low budget business worth to open in Dar Esalaam? considering this couple hav'nt got a big budget? they told me they can put to gather around $20,000 dollar. is that enough money to start any business? or perhaps to start some small trading? any advice will be helpfull.
