my sister wants to visit her boyfreind in morraco but is a felo - 9 years ago

My sister is 37 yrs old. On social security for mental health issues and is a felon with assualt charges.she recently met a man online in morraco and wants to go visit him. Im not sure what all she would need to do to go there. Visa, passport? Will the felony stop her from visiting? Thank you for your reply's...
