Orphanage Home HELP!

Hi, I want to help my sister start an orphanage home. She loves people and children so much that right now she has about 75 children living with her. I think helping her start an orphanage is a good idea but i just don't know where to start. She's living in Liberia, the children lives with her some go to school and some don't. Where do I start? What paper work do I need? Who do I talk to?
